จังหวัดน่าน เชิญเที่ยวงานมหกรรมวัฒนธรรมอิ้วเมี่ยนโลก ครั้งที่ 5 ระหว่างวันที่ 3-5 กุมภาพันธ์ 2566 ณ ลานสนามหญ้า ศูนย์ท่องเที่ยว สำนักงานเทศบาลเมืองน่าน เพื่อส่งเสริมให้ชาวอิ้วเมี่ยนทั้งในประเทศไทยและประเทศต่างๆ ได้พบปะกัน อันเป็นการสืบสานประเพณีและวัฒนธรรมอันดีงาม การเชื่อมความสัมพันธ์และเกิดความสามัคคีในกลุ่มชาติพันธุ์อิ้วเมี่ยน เกิดการรับรู้และเข้าใจในความแตกต่างทางวัฒนธรรมอิ้วเมี่ยนของประชาชนส่วนใหญ่ในสังคมและสามารถอยู่ร่วมกันอย่างมีความสุข ตลอดจนเพื่อเป็นการสร้างมูลค่าเพิ่มด้านการท่องเที่ยวเชิงวัฒนธรรมในพื้นที่จังหวัดน่าน

ภายในงานมีกิจกรรมต่างๆ มากมาย อาทิ บูธจัดแสดงนิทรรศการ สาธิตวิถีชีวิต ปราชญ์อิ้วเมี่ยน การจัดแสดงสินค้าหัตถกรรมทางภูมิปัญญาอิ้วเมี่ยน กิจกรรมผ้าปักเมี่ยน สาธิตการทำเครื่องเงิน จำหน่ายอาหารอิ้วเมี่ยน (กิจกรรมตลอดทั้ง 3 วัน)

สำหรับ วันที่ 3 ก.พ. 2566 จัดเสวนา เรื่องนวัตกรรม จารีต ประเพณี พิธีกรรม องค์ความรู้ภูมิปัญญาอิ้วเมี่ยนร่วมสมัย การประกวดร้องเพลงอิ้วเมี่ยนสมัยใหม่

วันที่ 4 ก.พ. 2566 การประชุมวิชาการอิ้วเมี่ยนโลก หัวข้อบรรยาย เรื่อง เจี๋ย เซน ป้อง พาสปอร์ตที่ยาวที่สุดในโลก เอกสารโบราณ หัวข้อบรรยายเรื่อง ชาวอิ้วเมี่ยนในเครือข่ายการเมืองการปกครองของอาณาจักรน่าน การประชุมเครือข่ายเมืองสร้างสรรค์หัตถกรรมและศิลปะพื้นบ้านกลุ่มชาติพันธุ์ครั้งที่ 1 พิธีเปิดงานมหกรรมฯ (เวลาประมาณ 17.00 น.) การเดินแฟชั่นโชว์ ตัวแทนอิ้วเมี่ยนจากประเทศต่าง ๆ การประกวด Miss Lu-mien International

วันที่ 5 ก.พ. 2566 การแข่งขัน สาธิต ด้านวัฒนธรรมและกีฬาพื้นบ้านอิ้วเมี่ยน การประกวดหนูน้อยอิ้วเมี่ยน กิจกรรมเสนอขายเส้นทางนำเที่ยว “ย้อนรอยอดีต สัมผัสประวัติศาสตร์อิ้วเมี่ยน” เป็นต้น

สำหรับกลุ่มชาติพันธุ์อิ้วเมี่ยน หรือ เย้า ถูกจัดอยู่ในเชื้อสาย มองโกลอยด์ (Mongoloid) ภาษาของอิ้วเมี่ยนจัดอยู่ในสาขา ม้ง - เมี่ยน หรือแม้ว – เย้า ในสมัยโบราณเชื่อกันว่าชนเผ่าเย้าอาศัยอยู่ในนานจิง และถูกรุกรานปราบปรามกวาดล้างและขับไล่ออกจากนานจิง บางแหล่งข้อมูลกล่าวว่าอพยพจากเชียนเจียตง ในมณฑลฮูหนาน หลังจากนั้นมีการแยกออกเป็นกลุ่มย่อยอพยพไปหลายทิศทาง และส่วนหนึ่งได้อพยพเข้ามณฑลกวางสี มณฑลยูนนาน เวียดนาม พม่า ลาว และประเทศไทย

นอกจากนี้ หลังจากสงครามเวียดนามยุติลงในปี พ.ศ. 2518 ได้มีอิ้วเมี่ยนอพยพลี้ภัยหนีสงครามเข้ามาอยู่ตามศูนย์อพยพต่าง ๆ ในประเทศไทยเป็นจำนวนหลายหมื่นคน และอิ้วเมี่ยนเหล่านั้นได้อพยพไปตั้งถิ่นฐานในประเทศต่าง ๆ ทั่วโลก เช่น สหรัฐอเมริกา แคนาดา ฝรั่งเศส เดนมาร์ก สวิตเซอร์แลนด์ และปัจจุบันนี้มีอิ้วเมี่ยนแยกย้ายไปอาศัยอยู่ตามประเทศต่างๆ เกือบจะทั่วโลก ในการนี้ มูลนิธิพัฒนาอิ้วเมี่ยนไทย ร่วมกับเครือข่ายอิ้วเมี่ยนในประเทศไทยและอิ้วเมี่ยนในประเทศต่างๆ จึงได้ดำเนินการจัดงานมหกรรมวัฒนธรรมอิ้วเมี่ยนโลกในครั้งนี้ขึ้น
