Nan: Dawn of Hope Towards Becoming a Member of UNESCO Creative Cities Network น่าน: รุ่งอรุณแห่งความหวังสู่การเป็นสมาชิกเครือข่ายเมืองสร้างสรรค์ยูเนสโก

Like the first light of dawn shimmering over the peak of Doi Phu Kha, a new hope has emerged in the hearts of Nan's residents. On August 19, 2024, at the Nan Trung Jai Hotel, Mueang Nan district, Nan province, an important event that would transform this small city began.

เสมือนแสงอรุณที่ทอประกายเหนือยอดดอยภูคา ความหวังใหม่ได้ก่อตัวขึ้นในหัวใจของชาวน่าน ณ โรงแรมน่านตรึงใจ อำเภอเมืองน่าน จังหวัดน่าน เมื่อวันที่ 19 สิงหาคม 2567 งานสำคัญที่จะเปลี่ยนโฉมหน้าเมืองเล็กๆ แห่งนี้ได้เริ่มต้นขึ้นแล้ว

The striking event decoration, "NAN (way forward to) CREATIVE CITY," designed with intricate detail, reflected the unique beauty of Nan's art and culture. Inspired by the carved wooden giant image on the main door of Phaya Phu Temple, Nan, in Muang Nan district, Nan province. This image was not only beautiful but also deeply meaningful, symbolizing the spiritual power and sacred nature of Nan's important Buddha images.

As the day's first light spread, participants gradually registered amidst an atmosphere of anticipation and excitement. Soon, the opening ceremony officially began. Mr. Chainarong Wongyai, Governor of Nan province, warmly welcomed the participants with a smile, encouraging all participants with the hope of seeing Nan advance onto the world stage. This was followed by Ms. Suparada Karndissayakul, Managing Director of Designated Areas for Sustainable Tourism Administration (DASTA), Nan Office, who gave a report, and Dr. Chumpol Musiganont, Deputy Director of DASTA, who delivered the opening speech. The ceremony included a creative dance performance that impressively showcased the beauty of collaboration of Nan's and Sukhothai’s art and culture.

แสงแรกของวันเริ่มสาดส่อง ผู้เข้าร่วมงานทยอยลงทะเบียน ท่ามกลางบรรยากาศแห่งความคาดหวังและความตื่นเต้น ไม่นานนัก พิธีเปิดกิจกรรมก็เริ่มขึ้นอย่างเป็นทางการ โดย นายชัยนรงค์ วงศ์ใหญ่ ผู้ว่าราชการจังหวัดน่าน กล่าวต้อนรับผู้เข้าร่วมงานด้วยรอยยิ้มอบอุ่น พร้อมกระตุ้นทุกหน่วยงานที่เข้าร่วมด้วยความหวังที่จะเห็นเมืองน่านก้าวไกลสู่เวทีโลก ต่อด้วย นางศุภรดา กานติศยากุล ผู้จัดการ อพท.น่าน กล่าวรายงาน และ ดร.ชุมพล มุสิกานนท์ รองผู้อำนวยการ อพท. กล่าวเปิดกิจกรรม พร้อมชมการแสดงนาฏศิลป์สร้างสรรค์ที่สะท้อนให้เห็นถึงความงดงามของศิลปวัฒนธรรมน่านได้อย่างน่าประทับใจ

After the performance, the representative of Nan Provincial Administrative Organization (Nan PAO), took the stage to present "The Implementation of Creative City Development in Nan Province", filled with determination and vision to develop Nan as a globally recognized city. The atmosphere then shifted to a discussion panel on "Driving Nan towards Becoming a Creative City Network," featuring experts in Thailand's creative city development. This inspired the participants greatly, especially the lecture by Mrs. Prissana Pongtadsirikul on driving and developing creative city networks in Thailand, and Dr.Phattiya Yimrewat, who presented on the importance of ethnic diversity in Nan province that supports its potential to be a creative city network. Ms.Kanokwan Khumwong smoothly moderated the session.

เมื่อการแสดงเสร็จสิ้น ตัวแทนภาคีภาครัฐ ในนามองค์การบริหารส่วนจังหวัดน่าน ได้ขึ้นเวทีนำเสนอ "การดำเนินงานขับเคลื่อนเมืองสร้างสรรค์ในจังหวัดน่าน" ซึ่งเต็มไปด้วยความมุ่งมั่นและวิสัยทัศน์ที่จะพัฒนาเมืองน่านให้เป็นที่รู้จักในระดับโลก
จากนั้น บรรยากาศงานได้เปลี่ยนเป็นการเสวนาพูดคุย "การขับเคลื่อนเมืองน่านสู่การเป็นเครือข่ายเมืองสร้างสรรค์" โดยผู้เชี่ยวชาญด้านการขับเคลื่อนเมืองสร้างสรรค์ของประเทศไทย ซึ่งได้สร้างแรงบันดาลใจให้กับผู้เข้าร่วมงานเป็นอย่างมาก โดยเฉพาะอย่างยิ่งการบรรยายของ นางปริศนา พงษ์ทัดศิริกุล เกี่ยวกับการขับเคลื่อนและพัฒนาเครือข่ายเมืองสร้างสรรค์ในประเทศไทย และ ดร.ภัททิยา ยิมเรวัต ที่ได้นำเสนอถึงความหลากหลายของชาติพันธุ์ในจังหวัดน่านที่เอื้อต่อการเป็นเครือข่ายเมืองสร้างสรรค์ โดยมี นางสาวกนกวรรณ คุ้มวงศ์ เป็นผู้ดำเนินรายการอย่างราบรื่น

In the middle of the event, participants were enjoying a folk music performance from folk artists from Nan and Suphan Buri (Creative city of Music, 2023), which perfectly blended Thai cultural elements and reflected the interesting cultural connections between regions.

นอกจากการร่วมแบ่งปันความรู้เชิงวิชาการ ผู้เข้าร่วมงานยังได้สนุกสนานและผ่อนคลายไปกับการรับชมการแสดงดนตรีพื้นบ้านน่าน-สุพรรณบุรี (เมืองสร้างสรรค์ด้านดนตรี ปี 2566) ที่ผสมผสานความเป็นพัฒมิตรของกลุ่มเมืองสร้างสรรค์ได้อย่างลงตัว และ สะท้อนถึงการเชื่อมโยงวัฒนธรรมระหว่างภูมิภาคของไทยได้อย่างน่าสนใจ

The afternoon session featured a lecture exchange on the participatory processes of Provincial Administrative Organization (as local governmental unit) in supporting and organizing creative city activities. Mrs.Siriwan Buranasing, Director of the Office of Education, Religion, and Culture of Chiang Mai Provincial Administrative Organization, representing Chiang Mai Creative City, and Col.Nawin Prechapanitchayakul, Managing Director of DASTA Sukhothai Office, representing Sukhothai Creative City, shared their experiences and approaches to driving creative cities. This greatly inspired the people of Nan, emphasizing the importance of preserving and promoting cultural heritage as part of sustainable urban development.

ช่วงบ่ายเป็นการบรรยายเพื่อแลกเปลี่ยนประสบการณ์ด้านกระบวนการมีส่วนร่วมขององค์การบริหารส่วนจังหวัดในการสนับสนุนและจัดกิจกรรมขับเคลื่อนกิจกรรมเมืองสร้างสรรค์ โดย นางสิริวรรณ บูรณสิงห์ ผอ.สำนักการศึกษา ศาสนา และวัฒนธรรม อบจ.เชียงใหม่ ผู้แทนเมืองสร้างสรรค์เชียงใหม่ และ พันเอกนาวิน ปรีชาพณิชยกุล ผจก.อพท.สุโขทัย ผู้แทนเมืองสร้างสรรค์สุโขทัย ได้มาแบ่งปันประสบการณ์และแนวทางการขับเคลื่อนเมืองสร้างสรรค์ ซึ่งสร้างแรงบันดาลใจให้กับชาวน่านเป็นอย่างมาก โดยเน้นย้ำถึงความสำคัญของการอนุรักษ์และส่งเสริมมรดกทางวัฒนธรรมให้เป็นส่วนหนึ่งของการพัฒนาเมืองอย่างยั่งยืน

The final part of the discussion and experience-sharing session concluded with excitement and energy from all participants, ready to collectively push Nan towards becoming a member of the UNESCO Creative Cities Network in Crafts and Folk Art field.

In the end, although Nan may be a small city, with the power of community and cooperation from all sectors, we believe this grand dream will soon become a reality. Nan will step onto the world stage gracefully, ready to share the beauty of its art and culture, including exquisite wood-carvings and other precious cultural heritage, for the world to witness through its participation in the UNESCO Creative Cities Network (UCCN). Like the dawn light shining on the mountaintop, Nan is about to bloom as a beautiful creative city on the world map.

ในท้ายที่สุด เมืองน่านอาจเป็นเพียงเมืองเล็กๆ แต่ด้วยพลังของชุมชนและความร่วมมือจากทุกภาคส่วน เราเชื่อว่าความฝันที่ยิ่งใหญ่นี้จะเป็นจริงได้ในไม่ช้า และเมืองน่านจะก้าวสู่เวทีโลกอย่างสง่างาม พร้อมที่จะแบ่งปันความงดงามของศิลปวัฒนธรรม ทั้งงานแกะสลักไม้อันวิจิตร และมรดกทางวัฒนธรรมอันล้ำค่าอื่นๆ ให้ชาวโลกได้ประจักษ์ ผ่านการเป็นส่วนหนึ่งของเครือข่ายเมืองสร้างสรรค์ขององค์การยูเนสโก (The UNESCO Creative Cities Network-UCCN) เฉกเช่นแสงอรุณที่ทอประกายบนยอดดอย ส่งผ่านความหวังว่าน่านจะเป็นดั่งดอกไม้ที่เบ่งบานเป็นเมืองสร้างสรรค์ และเป็นที่รู้จักของนานาประเทศในอนาคตอันใกล้นี้
